Members can be placed across four divisions: Transportation, Fortification, Research, and Intervention, with each combination offering a different reward. Safehouses now drop roughly double the Scarabs they used to, Trapped Stashes give you 15 seconds instead of 10, and Cluster Jewels obtained from Betrayal cap at item level 83.
Because Betrayal rewards are so varied, most players focus on a handful of members and divisions rather than trying to touch everything. With that context in mind, let's look at what actually changed this league before moving into the cheat sheet and Atlas strategy.
Changes To Betrayal in PoE 3.29 League
General Adjustments
Allflame Embers removed from Syndicate Leaders. These have moved to the Curse of the Allflame league mechanic. The Mastermind (Catarina) still drops the Allflame Ember of Kulemak.
Scarab Chests in Safehouses now drop roughly twice as many Scarabs on average.
Trapped Stashes now give 15 seconds to loot instead of 10.
Cluster Jewels from Trapped Stashes and Crafting Benches have a maximum item level of 83.
Reward Changes by Member
Vagan – Fortification: Now offers a trapped stash of Enshrouded Uniques, a very interesting reward pool given the new Legion-based enshrouding system.
Vagan – Transportation: Now offers a chest with Trarthan Scarabs.
Vorici – Fortification (Rank 1): Reforges the number of sockets on an item 100 times, keeping the outcome with the most sockets.
Vorici – Fortification (Rank 2): Reforges socket colors 25 times, keeping the outcome with the most non-white socket colors.
Vorici – Fortification (Rank 3): No change; still handles links.
Jorgin – Research: Now offers regular currency for Talisman crafting instead of Tainted Currency, since Talismans are no longer corrupted by default.

Now that you have a reference for member placement, the next question is how to structure your Atlas and mapping loop around Betrayal.
PoE 3.29 Betrayal Farm Strategy (Atlas, Scarabs & Map Tips)
Two main approaches are viable this league. Pick whichever suits your playtime and tolerance for board management.
1. The 2-2-5-5 Setup (Sustained Farm)
This is the long-term farming plan. You want two members each in Transportation and Intervention (2-2) and five members each in Research and Fortification (5-5). You only ever run the two Safehouses that have two members, because they contain the members with the best rewards, and each run only removes one member (who is then re-added). Never touch Research or Fortification Safehouses in this setup, completing them will eject multiple members and destroy the board.
Recommended lineup:
Transportation (2 members): It That Fled + Vorici (or Gravicius)
Intervention (2 members): Haku + Leo
Fortification (5 members): Fill with anyone, including Vagan if you want to consider running it occasionally
Research (5 members): Fill with the rest
The key to setup is creating red (rivalry) links between the four members you care about and the ten you don't. When a member from another division "visits" during an encounter, interrogating them raises intelligence for the division where the encounter happened, not their home division.
2. Catarina Rush (Casual Play)
If you don't want to spend hours setting up the board, simply funnel intelligence into every Safehouse, clear them as they fill, and push toward the Mastermind fight. You lose targeted rewards, but you keep gaining Scarabs, Syndicate Medallions, and occasional Allflame Ember of Kulemak drops from Catarina.
3. Atlas Passive Tree Priorities
To support a Betrayal-focused Atlas, take the following clusters:
Betrayal nodes: Grab every Betrayal chance and Safehouse-related node, plus Scarab drop chances from Syndicate members.
Shrine nodes: Extra map speed and rare buffs.
Heist nodes: Contract and Blueprint drop rate. Note the buffed Beautiful Soldier node, Blueprints found in your maps now have a 15% chance to have a special implicit.
Map completion nodes: Skip the "less maps" nodes since maps have less value for chancing under the new tier system. Take the new Altered Prophecy cluster for a 4% chance to drop a Scrying Orb on Tier 14+ map completion.
Memory strand path: Push toward Incarnation of Dread for invitations you can sell, avoiding Neglect and Fear.
Harbinger nodes: Reliable extra currency income.
4. Scarabs to Use
Betrayal doesn't need expensive Scarabs to be profitable. Consider:
Scarab of Reinforcements: Immortal Syndicate members have a chance to be accompanied by reinforcements.
Scarab of the Unbreaking: 50% chance for members to not lose rank on interrogation.
You can also run maps with no Betrayal Scarabs at all and still profit from the mechanic.

6. Map Layer Tips
Transportation and Fortification cannot spawn in the same map. If both Safehouses are unfilled, each has a 50% chance to appear.
Once a Safehouse becomes ready, its division stops spawning in maps until you either run it or wait it out (roughly 3 maps).
To maximize Fortification encounters, keep the Transportation Safehouse "ready" but don't run it, this forces Fortification to spawn in your maps.
