Glacial Lance Gemling Legionnaire has perhaps the best combination of ranged safety, freeze control, mapping speed and boss burst. The key difference compared with Lightning Witchhunter is that Glacial Lance doesn't merely kill enemies quickly—it can control them through freeze. The best POE 2 0.5.5 merc build's main attack provides strong projectile coverage while building Freeze.  Frozen enemies can generate additional explosions, allowing the clear to snowball through packs. Herald of Thunder adds another layer of clearing. So the build doesn't depend exclusively on Glacial Lance's raw projectile damage.

#1 — Spark CoC Gemling Legionnaire

This is the build that deserves #1 for endgame potential. The reason isn't simply "Spark does lots of damage." It's the fact that one attack is powering multiple damage engines simultaneously. Spark floods the battlefield with projectiles. Those projectiles can continuously hit enemies, giving the build a large number of opportunities to generate the resources needed for its trigger setups. And that's where the build becomes ridiculous.
